Most people do it in this order.
Before departure
Get the visa started as soon as you have your admission letter. You'll also need proof of money, your documents, and somewhere to stay for the first nights. If you want the ADISU scholarship, the application closes in mid-August.
On arrival
Your first stop is the International Students Office in Palazzo Ateneo, they'll tell you what's still missing. Then get your student email working and sign up for the canteens.
Initial paperwork
Book your codice fiscale appointment the day you land, because almost everything else asks for it. The permit kit has to be in at the post office within eight working days of arriving. We all did this in our first weeks. It's less scary than it sounds.
